what kind of hose does this barb fit onto, size-wise?

The barb end is sized for a 1/4 inch inside diameter hose. That covers a pretty common range of lightweight fluid transfer hose used in low pressure suction and discharge setups. Just make sure your hose ID matches that quarter inch spec before you clamp it down, because the shank type barb depends on a snug fit to hold well.

trying to swap out a fitting on 1/4 inch id hose, is this the one with a 1/4-18 female swivel on the other end?

It matches a 0.25 inch hose ID on the barb side and has 1/4-18 NPSM female NPT swivel threads on the other end, in a straight short shank style.

Working pressure for these fittings really depends on the hose itself, how you clamp it, and what you're moving through it. Temperature matters too.
