what size hose does this barb end fit onto exactly?

The barb end is sized for a 1/4 inch inside diameter hose. Pair it with the right clamps and make sure they're seated proper, because the working pressure you get out of it depends on the hose construction, how many clamps you use, where you place them, and what you're running through it.

got a 1/4 inch ID hose here, what size thread is on the swivel end of this fitting?

On the swivel side it’s 1/8-27 NPSM female, and the hose barb side is sized for 0.25 inch hose ID.
