fitting says 0.31 inch hose ID -- does that mean it'll work on standard 5/16 hose or is that a different size?

A 0.313 inch hose ID barb is the correct match for 5/16 inch hose. That nominal sizing lines up with what Dixon catalogs as their number 5 hose barb, so if your hose is marked 5/16 ID you're in the right place. Just make sure you're using an appropriate clamp and seating it properly, since working pressure on shank type fittings depends on clamp type, placement, and how the hose itself is built.
