What kind of pressure can this handle?

The working pressure depends on the hose you're using, how you clamp it, and what's going through it. Temperature matters too.

got a 1/4 inch ID hose here, is this the right barb size for it?

For hose size, it matches a 0.25 inch hose ID on the barb end, so it’s sized to slip into a 1/4 inch inside-diameter hose.

what size hose does this barb fit onto exactly? got a quarter inch ID line and wanna make sure before I order

Quarter-inch hose ID is exactly what this fitting is built for. The barb end is sized for 0.25 inch inside diameter hose, and the male NPT thread on the other end is 3/8-18, so as long as your port or coupling matches that thread size, you should be good to go.
