fitting says 0.50 inch hose ID, does that mean it'll work on a standard half-inch garden or utility hose, or is that measuring something different?

Half-inch refers to the inside diameter of the hose this shank end is sized to fit. So yes, if your hose has a 0.50 inch inner bore, this fitting is built for it. The other end threads onto a 3/4-11-1/2 female garden hose connection, which is the standard NPSH thread you'll find on most garden hose equipment and fittings.
