got a tight corner in a pneumatic line run and need something that'll turn it without a bunch of fuss, does this fitting actually swivel or is that just marketing talk?

The swivel is real and functional. The 1/4 NPT male end rotates independently, so once you've threaded it into your port you can still reposition the tube side to get the angle right without fighting the whole assembly. That's a genuine installation advantage when you're working in cramped quarters and can't easily spin the mating component.

got a 1/4 inch tube line, will this elbow hook up to it and still thread into a 1/4 NPT port?

It is a push-to-connect style for 0.25 inch tube OD on one end, and the other end is a 1/4 NPT male swivel thread meant to screw into a 1/4 NPT female port.
