Got a line running half-inch tube that needs to step down to 3/8 before it hits the valve block. This the right fitting for that?

That's what this one does. It's a push tube reducer built to connect 1/2 inch OD tube on one end and 3/8 inch OD tube on the other. The T dimension is 0.5 and T1 is 0.375, so the tube sizes line up with what you're describing. Brass construction and the push-to-connect design make it pretty straightforward to get secured without a lot of extra hardware.

got a 1/2 inch tube line but the next piece is 3/8. is this the right reducer for that?

For stepping down from 1/2 inch tube OD to 3/8 inch tube OD, this Numatics push tube reducer matches that size change. It is called out as a 1/2 to 3/8 reducer with T = 0.5 and T1 = 0.375.
