trying to swap out an elbow on a small air line, is this the one for 5/32 tubing?

Fit comes down to the tube outside diameter. This union elbow is made for 0.1563 inch tube OD, which is the common 5/32 size.

fitting says 0.16 inch tube OD but the specs show 0.1563, which one do I actually go by when matching up my tubing?

Go with 0.1563 inches, which works out to 5/32 inch tubing. The 0.16 figure is just a rounded number used in the product name. If you're pulling tubing off a shelf and it's labeled 5/32 OD, that's your match.
