fitting's only a quarter inch tube OD right? just want to make sure before I order a handful of these

Correct, the tube outer diameter on this one is 0.25 inches. It's a union elbow configuration, so both ends connect to 1/4 inch OD tubing and let you make a directional change in the line without needing any additional adapters or extra fittings in between.
