got 3/8 air brake tube and a 3/8-18 npt port, is this the right straight connector for that setup?

It matches 0.38 inch tube OD on the push-to-connect side and 3/8-18 male NPT on the threaded end, in a straight one-piece male connector configuration.

fitting says it handles temps down to -40F, we get some pretty brutal winters and I want to make sure the air brake lines ain't gonna have issues when it gets real cold out. this gonna hold up?

Rated from -40F all the way up to 200F, so cold weather operation is well within what this fitting is built for.
