fitting says it works up to 250 psi but does that hold across all tube sizes or just certain ones

Pressure rating depends on the tube size you're running. The 250 psi maximum applies depending on which tube size is connected, so smaller or larger tubing may change what this fitting can safely handle. Match your tube OD to the rated specs before putting it in service on anything running near that upper limit.

trying to hook 1/2 inch tube into a 1/4 npt port, is that what this elbow is set up for?

Fit-wise it matches a 0.50 inch tube OD on the push to connect side and a 1/4-18 male NPT swivel on the threaded side, in a 90 degree elbow body.
