pushing tubing in is easy enough, but how do you actually get it back out when you need to swap something? do you need any tools for that?

No tools needed for either end of the job. To release the tubing, press the collet ring inward with two fingers and pull the tube straight out while holding that pressure. The fitting is fully reusable, so swapping lines out in the field is pretty straightforward once you get the feel for it.

What kind of pressure can this little elbow handle?

This fitting can handle pressures up to 250 psi, but it depends on the size of the tubing you're using with it. It's also vacuum rated at 29.5 inches of mercury.

got some 0.16" OD nylon tube, does it just push in and lock or do i need any tools to make it seal

For hookup, you just push the tubing into the fitting until it seats. It uses a Buna-N o-ring seal and it is made for tool-free assembly. To remove the tube later, press the collet ring in with two fingers and pull the tubing back out.
