Does this fitting work as a union elbow, meaning both ends accept push-connect tube, or is one end threaded?

Both ends are push-connect on this one. That's what makes it a union elbow rather than a male elbow. You push your tubing in on each side and it locks in place, so there's no threading or wrenching involved at either connection point. Just make sure your tube OD is 0.31 inch on both sides since that's what this fitting is sized for.

got a roll of 0.31 inch tube, will this elbow union hook that up or am i off on size

Fit comes down to tube outside diameter, and this one is made for 0.31 inch tube OD on both ends since it is a union elbow. If your tubing measures 0.31 inch on the outside, it is the right size match.
