hex bushing says 1-1/2 x 1-1/4 -- which end is which? like does the bigger size go into the pipe or onto it?

The 1-1/2 inch measurement is the male end that threads into your larger fitting or port, and the 1-1/4 inch is the female end that accepts the smaller pipe or fitting coming in. So you're stepping down from a 1-1/2 inch connection to a 1-1/4 inch connection. The hex body sits in the middle and gives you a flat surface to get a wrench on it during installation.
