Will this elbow adapter hold up okay in a power steering system?

It's definitely suitable for power steering applications, along with LP and natural gas, refrigeration, and hydraulic and pneumatic systems.

does this adapter need any thread sealant when you put it together, or is it good to go as-is?

No sealant needed on either end. The NPT side is NPTF, which is a dryseal thread form that makes a pressure-tight seal through thread interference alone. You can run it without tape or compound and it'll hold just fine in gas, hydraulic, pneumatic, and refrigeration setups.
