fitting goes on a hydraulic line that needs to turn 90 degrees, one end threads into a 3/8 NPT port and the other side has to connect to a 9/16-18 JIC male. this the right piece for that?

Yeah, that's exactly what this adapter is built for. One end is a 3/8-18 Male NPT and the other is a 9/16-18 Male JIC 37-degree flare, and the whole thing makes a 90-degree turn between the two. The NPT end has a 0.375 diameter thread and the JIC end runs 0.5625 diameter, so if your port and line match those specs you're in good shape.

got a tight spot on a line, is this the 90 elbow that goes from 3/8-18 male npt over to 9/16-18 male JIC flare?

For a right-angle turn, it matches that setup. One end is 3/8-18 male NPTF (0.375 diameter thread) and the other end is 9/16-18 male JIC with an SAE 37 degree flare thread (0.5625 diameter), built as a 90 degree elbow.
