fitting says 0.38 inch tube OD, does that mean it connects to 3/8 tubing on one end and screws into a 1/8 NPT port on the other?

That's right. The tube side accepts 3/8 inch OD tubing using a 42 degree inverted flare connection, and the threaded end is 1/8-27 male NPT, so it screws into any standard 1/8 NPT female port. The two ends serve different connection types, which is the whole point of this style of adapter.
