fitting works on brake lines and transmission cooler lines both, or just one or the other?

Both are listed applications for this adapter. The 402X3 is rated for hydraulic brake lines, power steering, fuel lines, and transmission cooler lines, so running it across those systems is well within its intended use. The 90-degree elbow also makes it easier to route lines cleanly when you're working in a tight spot under the vehicle or near the firewall.

Can this elbow fitting handle fuel lines without any issues?

It’s designed to work reliably with fuel lines, hydraulic brakes, power steering, and transmission cooler lines. It can also handle LP and natural gas, but that's a special order.
