does this elbow need any thread tape or sealant to seal up right, or do the threads handle that on their own?

Male NPT threads on this fitting are cut to create a mechanical seal as they're tightened into a mating connection. That said, most installers in fluid transfer applications still run a wrap of PTFE tape or a thread compound just to be safe, especially on pressurized lines. The brass bar stock construction gives you solid thread engagement, but good sealing practice generally means not skipping that step regardless of fitting type.

trying to swap out an elbow i busted, is this one a 1/2-14 male NPT on both ends?

It is a male NPT to male NPT 90 degree elbow with 1/2-14 threads called out, so both ends are 1/2-14 male NPT.
