Trying to hook a 3/8-18 female NPT port up to a 1/4-18 male NPT line, is this the right straight adapter?

For that thread change, it matches up as a straight brass pipe adapter with 3/8-18 female NPTF on one end and 1/4-18 male NPTF on the other.

That's what it does. The female end is 3/8-18 NPT and the male end steps down to 1/4-18 NPT, so it reduces from the larger port to the smaller one in a straight configuration. Both ends use NPTF threads, which gives you a tighter, more leak-resistant connection than standard NPT alone.

got a manifold port that’s 3/8-18 female npt and i need to step it down to a 1/4-18 male npt. is that what this adapter does
