trying to run a line through a panel, is this the kind of bulkhead fitting that’ll do it?

For a pass-through connection, that straight bulkhead style is the right idea. It gives you 1/2-14 female NPT threads on both sides so you can connect NPT male ends on each side of the panel or bracket.

Both ends are female NPT on this thing, so how exactly does it mount through a panel or bulkhead without threading something onto itself?

Bulkhead adapters like this one are meant to pass through a drilled hole in a panel, with fittings or lines connecting to each female end from opposite sides. The straight-through design holds the connection point at the panel itself, keeping lines from floating loose or pulling on other components. The 1.50 inch length keeps the overall footprint tight, which matters when clearance on both sides of the panel is limited.
