Female threads on both sides is exactly the point with a bulkhead fitting. You run the adapter through a hole in your panel, secure it in place, then thread a male NPT fitting or pipe into each end from either side. That way your fluid line passes cleanly through the wall without needing a union or extra hardware on each face. The 0.938-inch hex gives you a solid wrench flat to hold it steady while you tighten connections on both sides.
