i’ve got a line with a 3/16 tube size, is this the adapter that matches that inverted flare end?

The female inverted flare side on this adapter is sized for 0.1875 inch tube O.D. (3/16) with a 42 degree inverted flare seat, and the other end is 1/8-27 male NPT.

what all is this fitting good for? trying to figure out if it'll work on a transmission cooler line or if I need something different

Transmission cooler lines are actually one of the listed applications for this adapter, along with hydraulic brake lines, power steering lines, and fuel lines. The 0.19-inch female 42-degree inverted flare on one end connects to a 1/8-27 male NPT on the other, so as long as those thread types match what you've got on both sides, you're in good shape.
