got some 3/8 nylon air brake line, will this elbow fit it and what thread is on the other end?

It’s made for 0.38 inch tube OD NT100 nylon tubing (SAE J844 Type A and B) and the male pipe thread end is 3/8-18 NPT, formed as a 90 degree elbow.

fitting says DOT approved -- does that mean it'll hold up on an actual air brake line on a semi or trailer rig, or is that just for lighter duty stuff?

For air brake lines on trucks and trailers, this is exactly what the DOT approval covers. It meets SAE and DOT FMVSS 571.106 standards, which are the same requirements commercial vehicle air brake systems have to satisfy. Rated to 150 psi and built from CA360 brass, it holds up to the pressure demands you'd see in those applications. Just make sure your tubing is NT100 nylon rated to SAE J844 Type A or B, and you're working with 3/8 inch OD tube going into a 3/8-18 male NPT port.
