Does this fitting work with plastic tubing, or is it only meant for metal lines?

Plastic tubing is fully supported alongside copper and aluminum. The compression design handles all three without requiring any flaring, so you just cut your tube clean, slide the nut and sleeve on, seat the tube in the fitting body, and tighten down the nut. The 3/8 inch outer diameter is the tube size it's built for, and the male end threads into a 1/8-27 NPT port.
