got a run of 1/2 inch OD plastic tube. does this elbow work for that, and do i need anything else to make it seal up?

For 1/2 inch OD tubing, the compression end on this fitting is made for plastic, copper, or aluminum tube. If you are using plastic tubing, you may need a 2030 insert, except when using Eaton PT230 plastic tubing. It is also called out as not recommended for steel tubing.

got some 1/2 inch copper tubing i need to run at a 90 degree turn and tie into a male NPT port, will this fitting handle that without needing to flare the tube end first?

No flaring needed with these. The compression sleeve does all the work once you get the nut tightened down properly. For 3/8 inch through 1 inch tube sizes, that means snugging it hand tight first, then turning it another 2 and a quarter turns with a wrench. Copper is one of the materials this fitting is built around, so you're in good shape there. Just make sure the tubing is seated all the way against the shoulder inside the fitting body before you start tightening.

fitting says it works with plastic, copper, and aluminum tubing -- does that mean I can't run it on steel line at all?

Steel tubing isn't compatible with this fitting. The compression design and the CA360 brass construction are matched to softer tubing materials like copper, aluminum, and plastic. Running it on steel can compromise the seal and potentially damage the fitting under pressure. If your system uses steel line, you'd want to look at a fitting rated specifically for that material.

This Eaton Aeroquip fitting is made from CA360 brass and can handle working pressures up to 2000 psi, with a 4:1 safety factor, so it should be suitable for many hydraulic applications. Just make sure your system doesn't exceed those pressure limits.
