does this thing need a mandrel to put together, or can you just slide it on the hose and go?

No mandrel required on this one. Slide the nut and sleeve onto the hose, push the hose into the fitting until it bottoms out, then screw the nut down until it makes contact with the body hex. That's the whole assembly process. It's built to work field attachable, so you're not hauling extra tooling out to get it done.

Will this fitting work on my air brake lines, or is it just for certain sizes?

This adapter is designed to fit 1/2 inch male air brake lines to 0.38 inch male NPT connections.
