With a 12 mm internal diameter, it is meant to slip over hardware that matches that size and act as a sealing washer.

what's this washer made out of, and is it gonna hold up in a high-stress setup?

Copper is the material here, which holds up well under demanding conditions. It handles both heat and electrical conductivity better than a lot of other common washer materials, so for high-stress sealing applications it tends to perform reliably over time. Brakequip built this one to be heavy-duty, so it's not a lightweight general-purpose part.
