Can this handle a little vibration, or does it need to be mounted somewhere real stable?

Liquid filling helps dampen vibration and pulsations, so it should give you more stable readings even if things aren't perfectly still. Keep the pressure within 25%-75% of the scale for the best performance, and under 50% if you've got a lot of vibration.

gauge reads vacuum and positive pressure both, that what the 30Hg to 15 PSI range means, or am i reading that wrong?

You're reading it right. That range covers both sides of atmospheric pressure. The negative side goes down to 30 inches of mercury, which is full vacuum, and the positive side tops out at 15 PSI. So if your process pulls a vacuum and then pressurizes, this one gauge handles the whole swing without needing two separate instruments.

got a system that bounces around a bit, will this gauge quit flutterin all over the place?

Liquid fill helps steady the needle when pressure is fluctuating, so it is a good fit for systems that tend to pulse or vibrate. For best results, keep normal operating pressure in the 25% to 75% part of the scale, and if pulsation is present do not run it over 50% of full scale.
