Not machine mountable is one of the stated limitations on this HPU, so it is meant for flexible placement instead of being bolted directly onto a machine.

runs on 230VAC, so does that mean this unit wont work if I only got standard 120 volt outlets at my shop?

Correct, 230VAC is what this unit requires to run. Standard 120V outlets won't cut it. You'd need to make sure you have a 240V circuit available before putting this thing to work, which is pretty common in shops running heavier equipment anyway.
