Does this seal need any thread tape or sealant to get a good seal, or is it good to go straight out of the box?

No sealant or tape needed. Bonded seals for BSPP threads are built to seal on their own, and this one is no different. The rubber bonded to the steel washer does the work, so you just torque it down and you're done.

got a fitting with G 3/8 - 19 threads, is this the right bonded seal size for it?

For a BSPP setup, the key match is the thread callout, and this seal is sized for G 3/8 - 19 with a 3/8 inch size. It’s intended specifically for British Standard Pipe Parallel threads.
