What exactly is the difference between JIS and BSPT threads, and is this fitting meant to bridge the two?

JIS (Japanese Industrial Standard) and BSPT (British Standard Pipe Tapered) are two separate thread standards that don't mate directly with each other. This adapter has a 1/4" male JIS port on one end, called out as G 1/4 - 19, and a 1/4" male BSPT port on the other, called out as R 1/4 - 19. So yeah, it's purpose-built to connect equipment or lines that use one standard to fittings or ports that use the other. Both sides are male, so you'd need female receivers on whatever you're connecting it to on each end.

trying to hook a JIS port to BSPT, is this the straight adapter with 1/4 on both ends?

Built for that exact mix, it has a 1/4 inch male JIS on one side (G 1/4 - 19) and a 1/4 inch male BSPT on the other (R 1/4 - 19), in a straight steel body.
