trying to hook a 3/8 jic hose to a 1/2 flat face bspp port, is this the right adapter?

For that mix of ends, it matches up. Side 1 is a male JIC 37 degree flare in 3/8 size with a 9/16-18 UNF thread, and side 2 is a 1/2 female flat-face BSPP swivel, so it bridges a JIC hose end to a flat-face BSPP port.

What size threads does this thing have? I get kinda confused by the fractions.

It uses a 9/16-18 UNF thread on the male JIC side, which is the 3/8" size. The female flat-face BSPP swivel end is 1/2".
