these stretch for install right? trying to figure out if i need any special tools to get em seated around the groove or if they just snap back on their own

Urethane at 90A durometer has enough flex to stretch over a shaft or into a groove during installation, then returns quickly to its original shape once seated. That snap-back behavior is actually one of the reasons this material gets used where fit precision matters. You should find the process a good bit easier than whatever you were working with before.
