What kind of material is this elbow made outta?

trying to swap out an elbow on my hydraulic line, is this one 1/2" female BSPP on both ends?

Both sides are G 1/2 - 14 female BSPP, so it’s a 1/2 inch female BSPP connection on each end.

Correct, both connections are 1/2" female BSPP, callout G 1/2 - 14 on each side. You'd be threading two male BSPP fittings or adapters into it, one on each end. The swivel feature is what gives you the rotational flexibility during assembly, so you can adjust the angle of your line routing without fighting the fitting to get everything lined up.
