got a hose end that’s 7/16-20 UNF JIC, will this adapter get me over to M12 x 1.5 on the other side?

It bridges exactly those two thread types in a straight adapter. One end is a 7/16 - 20 UNF male JIC (1/4 inch size) and the other end is a male M12 x 1.5 metric (12 mm size), so it is meant for that JIC-to-metric connection.

Got a piece of equipment running M12 x 1.5 metric ports and I need to tie into a JIC line, this the right adapter for that?

That's what this one's built for. One end is a 7/16-20 UNF JIC male thread, and the other is an M12 x 1.5 metric male thread with a seal included. Both sides are male, so you'd be threading into female ports on each end of your connection. It's a straight adapter, no bends or offsets, so plan your routing accordingly.
