Got a hydraulic line coming off a British-made pump with a 1/4 BSPT port and I need to tie it into a JIC fitting at a 90-degree turn. This the right piece for that?

That's exactly what this fitting handles. One end is a 1/4" BSPT male with an R 1/4-19 thread callout, and the other end is a 5/16" JIC male running 1/2-20 UNF threads. The 90-degree steel body lets you make that directional change right at the connection point, so if your layout needs a hard turn between those two thread types, this adapter does the job without needing additional fittings in between.

What size wrench do I need for this elbow fitting?

You'll need a 16mm wrench for the width across the flats on this Adaptall elbow.
