Got a machine that runs JIC on one end and BSPP on the other, will this elbow tie those two together?

That's what it's built for. One end is a 3/8" male JIC with a 9/16-18 UNF thread, and the other is a 1/4" male BSPP running G 1/4-19. If your assembly is mixing those two thread standards, this fitting bridges them at a 45-degree angle without any adapters in between.

trying to hook a 3/8 jic hose end to a port that’s g 1/4, is this the right elbow for that?

For that kind of mix-and-match, it’s a 45 degree adjustable steel elbow with a 3/8 inch male JIC end (9/16-18 UNF) on one side and a 1/4 inch male BSPP end (G 1/4-19) on the other, so it’s meant to bridge those two thread standards.
