Will this here fitting work to connect up a half-inch line to a three-eighths inch line?

For connecting hydraulic lines, yes, this Female BSPP Coupling will do that job. It's got a G 1/2 - 14 BSPP thread on one side and a G 3/8 - 19 BSPP thread on the other. Both sides are female connections.
