Yes sir, that female JIC side does swivel. It lets you rotate things during assembly so you don't put too much stress on your lines.

Got a machine running BSPP ports on the pump side and JIC fittings on the lines, will this adapter bridge that gap without needing extra pieces in between?

That's exactly the job this fitting handles. The male end threads into a G 3/8-19 BSPP port, and the female swivel end accepts a 3/4-16 UNF JIC fitting, so you're connecting those two thread standards directly with one piece. No extra unions or adapters needed in between.

got a hose end with a 3/4-16 jic on it. is this the piece that’ll swivel onto that and then thread into a G 3/8-19 port?

For that setup, it matches: the female end is a 3/4-16 UNF JIC swivel (1/2 inch size) and the male end is G 3/8-19 BSPP (3/8 inch size). It is a straight steel adapter, so it is meant to bridge a JIC connection over to a BSPP threaded port.
