Will this fitting work for connecting two JIC hoses?

This Adaptall fitting connects male JIC to female JIC, so it should work for connecting compatible hoses. Just make sure the 3/8" size and 9/16 - 18 UNF callout match your hoses.

both sides are 3/8 JIC on this thing, does that mean it's just keeping the same line size all the way through, or is there some kind of transition happening inside?

Same size all the way through. Both ends are 3/8" with a 9/16-18 UNF thread on each side, so there's no reduction or transition involved. The swivel function is what makes it useful here, the female end can rotate independently, which takes the twist out of a hose or line without having to reposition the whole assembly. Steel construction, straight body, 41mm overall length. Good straightforward inline fitting when you need articulation without changing anything about the line sizing.
