got a hose end that never wants to line up. does the female side on this fitting actually swivel while you tighten it?

With the swivel on the female BSPP end, you can tighten the connection without having to spin the hose or tube itself. That rotating female helps take the twist out of assembly and cuts down on stress in the line once it is in service.

both ends are 1/8 BSPP on this thing, right? just want to make sure i ain't mixing up the sizes before i order

Correct on both counts. Each side is G 1/8 - 28 BSPP, so the thread size and pitch match across the fitting. The male end goes into one port, and the rotating female end receives the mating connection on the other side. Same wrench flat size too, 14mm on each end, which keeps tooling simple during install.
