i got an Eaton Winner hose setup that calls for a Code 61 split flange, is this part basically the nipple assembly for that kind of connection?

what's the material on this flange fitting and does it have any kind of coating on it?

Carbon steel construction with Dura-Kote plating. That plating is specifically what gives it the corrosion resistance, so it holds up better than bare steel fittings in environments where moisture or other corrosive conditions are a concern. It also helps extend the overall service life of the hose assembly it's part of.
