this a swivel elbow or a fixed one? trying to figure out if it'll let me adjust the line after it's hooked up

Swivel is right. The fitting allows the connected line to rotate after installation, which makes it a lot easier to route tubing without fighting the angle. That's the main reason folks reach for this style over a standard fixed elbow.
