flow rate on this valve -- is 120 liters per minute the max it'll handle or just a rated continuous figure?

120 litres per minute is the rated flow for this valve. That's the figure Eaton Vickers publishes for the DGMPC-5 ABK 30, and it reflects what the valve is built to move under normal operating conditions. Running right at the rated limit on a continuous basis puts more wear on the seals and internals over time, so most folks leave a little headroom below that number if the application allows it.
