flow rate on this valve, is 80 liters per minute the max it'll handle, or is that just a rated continuous figure?

Eighty liters per minute is the rated flow for this valve. That's what it's spec'd to handle under normal operating conditions. Pushing beyond that rating on a continuous basis isn't recommended, so if your circuit demand runs close to or above that number, you'd want to size up accordingly.
