Got a G 1/2 on one line and a G 3/8 on the other, this the right piece to tie them together?

That's what this coupling is built for. One end is G 1/2 - 14 BSPP female and the other is G 3/8 - 19 BSPP female, so it bridges those two thread sizes in a straight-through connection. Both sides are BSPP, so as long as your fittings match those specs, you're good to go.

got a hose end that’s G 1/2 - 14 BSPP female, will this coupling step it down to G 3/8 - 19 BSPP female?

For stepping between two female BSPP sizes, this coupling is set up exactly that way. One end is G 1/2 - 14 BSPP female and the other end is G 3/8 - 19 BSPP female, and it is a straight brass Adaptall coupling.
