Will this fitting work with standard metric tubing or is it only for DIN spec?

It's designed for DIN tube connections on one side (M24 x 1.5 threads) and standard metric on the other (M22 x 1.5 threads). So you can use it to connect the two different types.

trying to swap an elbow out, is this one the 45 degree steel adaptall with m24 x 1.5 on one end and m22 x 1.5 on the other?

It’s a 45° steel elbow with a DIN tube connection on Side 1 using M24 x 1.5 threads (size S16) and a male metric connection on Side 2 using M22 x 1.5 threads (size 22mm). Both ends have 27mm wrench flats.
