Running 120 liters a minute through a directional control valve is right at the top of what most setups handle. Is that the actual rated flow for this one, or is it more of a peak number?

120 litres per minute is the rated flow for this valve. That figure covers what it's built to handle in normal operation, not just a burst or peak condition. For most industrial circuits running at or below that threshold, you're well within the valve's intended range.
