what exactly does a charge pump do on a piston pump setup, and is this the part that handles that function?

On a piston pump system, the charge pump keeps the inlet side supplied with pressurized fluid so the main pump stays primed and protected during operation. That low-pressure feed is what prevents cavitation and keeps the whole system from starving under load. This Danfoss/Eaton unit, part number 70500-630, is a piston pump accessory charge pump, so yes, that is exactly the function it serves.
